A Liberal MP is under fire for presenting a "certificate of appreciation" to a man one Jewish advocacy group labels a purveyor of anti-Semitism.

The inclusion of the phrase Islamophobia in a hotly debated motion passed by the House of Commons last year was meant as an example of forms of racism, Iqra Khalid said.

Phase two begins this week in the House of Commons' politically charged debate over combating Islamophobia in Canada.

The Conservative party said it had no comment.

Liberal MP Iqra Khalid, who sponsored the motion, was applauded loudly by her Liberal fellows as she stood to vote.

By focusing on the Islamophobia part, critics have lost the inclusive spirit of the proposal, known in Ottawa as Motion-103.

A Liberal-backed motion aimed at combating racism would have broader support if it didn't contain the word "Islamophobia," argued former justice minister Irwin Cotler on Thursday.
