Work is underway to reposition a submerged tug before lifting it from waters off British Columbia’s central coast.

It's the most significant investment ever made in protecting Canada's oceans, said Prime Minister Trudeau in Vancouver on Monday.

The next step in clean up of a diesel spill in the Seaforth Channel, said Fisheries and Oceans Minister Dominic LeBlanc, is hopefully to remove the tug from the water.

Trapped oil has been discovered in at least three coves of the Seaforth Channel, where a 10-tonne tug and barge unit owned by Texas-based Kirby Corp. ran aground on Oct. 13.

The incident report says a "safety incident" took place. Chief Marilyn Slett says a man hopped into a boat without adequate safety gear.

Small vessels have been ordered to "stand down" in their clean up efforts, while members of the Heiltsuk First Nation are in tears.

A local First Nation says the damage has already been done and a lawsuit could be on its way.
