As Alberta Premier Rachel Notley continues to pitch for more trains to carry 120,000 additional barrels of oil out of the landlocked province, Transport Minister Marc Garneau says Canada's rail system has become safer since a deadly train derailment, oil spill and explosion in Lac-Mégantic, Que. in 2013.

Alberta Premier Rachel Notley said that she has asked Prime Minister Justin Trudeau to commit to co-purchasing two new unit-trains to transport an additional 120,000 barrels of Alberta oil a day.

In an interview, Energy Minister Marg McCuaig-Boyd declined to comment on the tailings issue. However, she did blame the looming costs of cleaning up the oilpatch on the previous conservative government. She has directed the provincial regulator to tighten its rules in key areas to “keep bad actors off the landscape” and ensure “responsible companies are protected."

Oil producers confirmed it would be a "great cost challenge" to ensure the safe tanker transport of toxic diluted bitumen through marine waterways. They also confirmed they were willing to pay that cost. 

What is clear is that the technique is unproven, and by conditionally approving industry plans that include it, Alberta officials are signaling they still have no idea how they’re going to clean up the waste of the oilpatch.

"We’re striking the right balance," the Alberta premier said Thursday, after the announcement at a meeting of the Canadian Association of Oilwell Drilling Contractors at the Petroleum Club in Calgary.
