Just as a simple lever can move heavy objects, rich nations are hoping another kind of leverage — the financial sort — can help them come up with the money that poorer nations need to cope with climate change.

For the second year in a row, Earth will almost certainly be the hottest it's ever been. And for the first time, the globe this year reached more than 1.5 degrees Celsius (2.7 degrees Fahrenheit) of warming compared to the pre-industrial average, the European climate agency Copernicus said on Thursday.

This October was the hottest on record globally, 1.7 degrees Celsius (3.1 degrees Fahrenheit) warmer than the pre-industrial average for the month — and the fifth straight month with such a mark in what will now almost certainly be the warmest year ever recorded.
